Narrative
At Sen. Harry Reid's direction, the FY08 and FY10 Defense Appropriations Acts gave DIA $22M for AAWSAP, also known as AATIP, in 2009. The contract was awarded to a private sector organization which conducted UAP and paranormal research at its Utah property (investigating shadow figures, creatures, remote viewing, inter-dimensional phenomena, human consciousness anomalies), unauthorized by DIA's statement of work. SecDef Lynn declined Reid's June 2009 request to make it a SAP per USD(I) Clapper. DIA cancelled the program in 2012; its supporters then proposed KONA BLUE to DHS.
