Recipient of Reid's Jun 24 2009 letter requesting Restricted SAP for AATIP. Per FOIA-released DIA docs, Lynn DECLINED the SAP designation, acting on USD(I) Clapper's formal recommendation. DIA's reasoning: FY2009 deliverables unclassified, BAASS lacked secure facility, contractor personnel still being vetted, FY2010 outputs expected to remain unclassified.
After the sighting
Chairman/CEO DRS Technologies (Finmeccanica/Leonardo) Jan 2012. Currently active in defense industry advisory roles (CNAS, NBR, USO). Has remained PUBLICLY SILENT on UAP throughout — no interview, no statement.
Research notes
Well-documented administrative actor with a single specific FOIA-attested UAP decision (Jun 2009 SAP denial). Less of a 'UAP figure' than a senior DoD official whose desk the issue crossed. Substantive UAP engagement is shallow + procedural. Has never publicly spoken on it, so motive attribution must be cautious.
