Before the sighting

The four named witnesses had no prior UAP-research entanglement before March 13, 1997. Barwood was a freshman city councilwoman elected on local infrastructure issues. Ley and Stahl were ordinary Phoenix-area residents. Dr. Kitei was a practicing physician in Paradise Valley. None had a public platform for UAP claims prior to the event.

During the sighting

Two distinct events occurred on the night of March 13, 1997. Event A (~8:00-8:45 PM Mountain): a large v-formation of lights traveled from northwest Nevada/Henderson area south across Arizona to Tucson, over a roughly 2-hour period. Witnesses including Tim Ley (north Phoenix), Mike Stahl, and Trig Johnston independently described a single triangular/v-shaped craft (or tight formation of objects flying in rigid v) passing silently overhead at low altitude and high size. Ley's family account is the most detailed: he reported the formation passed almost directly over his house, was estimated city-block-wide, and moved silently. Event B (~10:00 PM Mountain): a row of stationary lights appeared in the southwestern sky over the Estrella Mountains south of Phoenix. Dr. Kitei photographed and filmed these. Barwood, hearing constituent reports, called for an investigation in the following weeks.

After the sighting

The U.S. Air Force (Maryland Air National Guard's 104th Fighter Squadron, deployed to Davis-Monthan AFB for Operation Snowbird) confirmed in 1997 and again in detail in subsequent years that the 10 PM stationary lights (Event B) were LUU-2B/B parachute illumination flares dropped over the Barry M. Goldwater Range during a training exercise. This explanation is documented, dated, and consistent with Kitei's footage timing and geometry. The 8:30 PM v-formation event (Event A) has no equivalent admitted explanation. Skeptics including James McGaha and Mick West argue Event A was a formation of high-altitude A-10s or commercial aircraft with the apparent 'v' being a perceptual illusion of separate lights at distance; proponents including Kitei and the Ley family reject this. Barwood lost her 1998 secretary-of-state primary; she has continued to speak publicly about institutional dismissal. Kitei produced a documentary (2005) and book (2004). The case is on the National Geographic, History Channel, and mainstream-press record. The 2007 Symington disclosure significantly raised the case's profile.
