During the sighting

Sep 23 1947: signed 'AMC Opinion Concerning Flying Discs' memo to BG George F. Schulgen (AC/AS-2 Intelligence). Stated 'phenomenon reported is something real and not visionary or fictitious.' Described disc-shaped objects: circular/elliptical, flat-bottomed, domed top, metallic surfaces, no visible propulsion, extreme climb rates, high maneuverability, evasive radar/visual behavior, speeds typically >300 knots in level flight. Recommended PERMANENT PROJECT to study phenomenon. This memo directly led to Project SIGN late 1947/early 1948 — the first formal USAF UFO program.

After the sighting

Continued as CSAF (1953-57), then JCS Chairman (1957-60) under Eisenhower. Reinforced 'New Look' nuclear strategy via SAC expansion. First liquid-fueled ICBMs (Titan/Atlas) on-line 1959. Retired Sep 30 1960 due to health post-surgery. Died Mar 29 1982.

Research notes

Most well-documented UFO-relevant institutional UFO action in existence. The Twining Memo SURVIVES — declassified 1969, published verbatim in Condon Report Appendix R pp. 1379-1381. Authorship verified, content uncontested, declassification path traceable, institutional role at AMC at time of signing uncontested. As well-documented as institutional UFO history gets.
